Adds a new dev docs page that provides details on accessing the currently running testnet. We don't yet have a solution for a faucet, so the docs will need to be updated to be useful to external developers, but I'm submitting this PR anyway because this information is necessary, but not sufficient. Refs #35

There's a running testnet again: https://testnet.plinfra.net . We should add the relevant endpoints to the dev guide, so that developers can interact with the public testnet in order to test their code.
There's a significant caveat that there's currently no faucet, but perhaps we should run galileo again and see how that fares.
