Re-implement EnergyGraphAccordionBox to not use AccordionBox #384

The layout required for the EnergyGraphAccordionBox is not supported by AccordionBox.

The toggle switch and eraser button were added with decoration, but that is not allowed after phetsims/sun#860.

In order to support this layout we will need to stop using AccordionBox.
