Badge reordering & hiding (expands #89)

This issue expands upon #89

Give users the ability to hide the badges on their profile, as well as select which 5 badges to display first (configurable away from 5 to anything else by the site operators). The 5 selected badges may be selected in any arbitrary order, and reordered at user's preference.
