Standardize client upgrade process for hard-fork upgrades

Currently, hard fork upgrades happen through a combination of client code changes and execution client upgrades with manual setting overrides. We should look to standardize how we will do this, both for hardforks being used for internal testing and for harkforks included in official public networks.
