[OJS 34] thoughts on e-mail attachments #10441

When making a decision, for example, files can be attached: either files already in the system, or external files.
It seems to me that for files already in the system, the best practice would be not to attach them to the e-mail, but to reference them and thus avoid all the problems of exceeding e-mail size.

What do you think?
