Add cps filtering to spatial search cmr api

Issue

There is an issue where granules with cps combos not in our valid range are returned via spatial search. Instead of filtering through on the client side, this is a ticket to track the feature of filtering granules by a range of cycles and a range of passes on the cmr api side.
