Send update when modqueue items are removed

Now that we no longer "ignore" things on modqueue, this should be reasonably easy. We keep getting people to say "r" or "a" when they do something on an item. We should ge tthe bot to do it instead.

But then there'd be more of a delay between when the action was complete and when the channel was notified, right? I think I'd prefer to just keep having people say what they did.

I'm with Raia. I think more notifications would just be unnecessary clutter.
