Follow-up tasks for #1104 (Rust Polars 0.40.0 update)

Follow-up tasks should include the followings:

• Update polars to newer edge version. (Bump rust-polars to latest commit #1110, feat!: move to the latest polars #1117, feat: move to the newer polars (py-0.20.31) #1124)
• Add *_by() methods. (moved to split out rolling_*(..., by='foo') into rolling_*_by('foo', ...) #1082) (Add $rolling_*_by() expressions #1115)
• Fix $collect() when nested types are included. (Turned out this is an upstream issue, see LazyFrames containing nested List types will cause panic in collect() polars#16553) (feat!: move to the latest polars #1117)
• Fix $name$map() or remove that and add a functionality rename with R function to $rename() (or adds $rename_with()) (Temporarily disable examples for $name$map() #1114, feat: add rename_with #1122, docs: remove broken $name$map's document #1123)
• Add tests for pl$scan_ipc(memory_map = TRUE) (test: add a test case for the memory_map option #1120, test: skip overwriting test on windows #1121)
