[BUG] Sticky window and Picture in Picture window move behind fullscreen application #1073

Sticky windows and PIP window will be moved behind fullscreen application and videos instead of staying on top.

Have a fullscreen application or video.
Set another window to "Sticky windows"
Attempt to place the window on top of the fullscreen video/application.
