When plugging in an external monitor, under any circumstances at all, it will always resolve to a black screen with a backlight and a moveable mouse. First, all monitors flicker off completely, then the back light turns on and off again, then after a couple seconds the back light turns on and the mouse appears, but nothing else follows. When I reported this on the Pop OS subreddit, the only response told me to simply wait for a while, but that doesn't work either. It never, under any circumstances, comes back without forcing a restart.
Steps to reproduce (if you know):
Plug in the monitor while the system is running.
Expected behavior:
A second working monitor.

This used to be an occasional bug, occurring maybe 20% of the time I plug a monitor in. I first noticed it well over a year ago. At one point I thought it would not be an issue anymore, but sometime recently, maybe the last week or so, it started happening again but this time with 100% consistency. It's gone from an inconvenience to something that will force me to abandon this distribution if it's not resolved quickly.
My desktop computer also runs Pop OS, and I notice something similar when I boot into it. Although my desktop never fails in the same way, whenever I boot, it will always do the same flickering as my laptop, only it doesn't fail. I always see the log in screen, then it goes black, then I see it flicker and go black again, then after a few seconds it will show the login screen again.
