mouse wheel as rotary encoder

We would like the mouse wheel to act as rotary button

Maybe allow the users to switch the directions, kind of a revert mode, would also be useful as some will prefer to go up for a left turn, and vice versa

If possible, we could also add Button 5 function to the scroll wheel when pressed and not scrolling (Normally Middle/Mouse Button 3) if the mouse scroll wheel has that option. This would enable users to use the scroll wheel to select items, and then press it to select.
