make internal port configurable

as we move to dockerless

• internal (uvicorn etc) port should be configurable (expose as CLI args) to avoid clashes between services
• we should document some conventions for default port(s) and maybe even change the defaults (e.g. chat services use 10xxx by default, and keep incrementing port number by 1 until they find a free port, etc)
