建议去掉上传svn文件的大小限制 #259

功能描述
-资源上传功能，只能上传.csv文件，且不超过1MB；建议去掉这个限制。既然是隐私计算，数据量肯定不小，为什么要限制不应该限制1M的数据大小

可以注册其他类型的数据资源，隐私计算平台只是使用数据，当然，也可以根据自己的需求修改源码
