https://privacycg.github.io/storage-access/#cookies talks about modifying how cookie store is specified, but it's kind of hand wavy. Is it not possible to write monkey-patches in this section like the previous changes to Document and navigation? Given that all the major engines support (or are intended to support) this now, you could also just make the changes in 6265bis directly.
