Export specific actions / resource not working as expected

Describe the bug

The feature introduced in #473 is not working as expected. When trying to export specific actions is actually exporting all the actions.

To Reproduce

Steps to reproduce the behavior:

1. Go to an application which has more than one resource
2. Click on 'Export' button
3. Select the 'Actions' option from the dropdown
4. Select only few of the resources from the list
5. Notice that the exported json contains all the resource definitions within the application

Expected behavior

I should only see the resources which are selected in the list. If subflows are involved, those flows referenced in the selected resources should be exported
