protobuf-bom does not include protobuf-kotlin-lite

The kotlin lite version seems to be missing from the BOM - it'd be great for it to be included just like kotlin was in #12810

What did you do?
I included the protobuf BOM to harmonise dependency versions in my project

What did you expect to see
All protobuf artifacts are in the same version

What did you see instead?
protobuf-kotlin-lite was not in line with the rest of the artifacts
