Since pulp-ui is just a fancy REST-API client for Pulp we can't change system settings from it, but for repository settings those settings can be changed since they are available in the API.
I kinda guess that repository management can be done through the pulp-ui. And maybe in the feature there will also be some sort of admin pulp-ui which allows some system configuration of pulp ?
Managing pulp config would be heavily dependent on how pulp is deployed .. I don't think this is planned at all.
But, you're right that any repository specific settings should be configurable in the UI.
Even better, retain_repo_versions can already be managed through this UI for pulp_file & pulp_ansible 🎉 :)
RPM Repository management is definitely planned :)
Allow that thorugh the pulp ui it is possible to change system settings as on https://pulpproject.org/pulpcore/docs/admin/reference/settings/
or repository specific settings like retain_repo_versions/autopublish as on https://pulpproject.org/pulp_rpm/restapi/#tag/Repositories:-Rpm/operation/repositories_rpm_rpm_update
