v0.10.4 release planning

Release v0.10.4 is scheduled for this Friday. Here is a proposed release plan for discussion:

Include in v0.10.4:

• Simplify and future-proof numba import in spa.py #1944
• Add gallery example for OEDI system 9068 #1985
• Address pandas deprecation warnings #1995

Defer to the future:

• Add shaded fraction (FS) calculation for true-tracking on flat terrain #1689, Add linear shade loss model for thin film #1690, Shaded Fraction on Sloped Terrains - PR1725 partial continuation #1962
• Update detect_clearsky( ) #1708
• Add function to retrieve example dataset paths #1763
• Add mismatch.py and function to combine curves #1781
• Add roadmap page to User's Guide sphinx docs #1893
• Add method to fit Huld model #1979, pending agreement that the method is sufficiently well-defined in the reference

It looks like I haven't made the contributor list yet. My gut feeling is I should be on it based on a variety of input.

Yep, we are definitely sloppy about making sure each PR records all of its contributors. Instead, we have a step in the release procedure to add the names of any missed reviewers and such, so the "finalize release" PR will get you on there :)
