Assuring that the proposed commit meets the release-notes requirements is another useful feature, especially as various projects may use various tools to check that these are in order.

So far I am aware about the following:

• openstack reno
• towncrier
• github release-drafter (not much to do at commit level)
• commitlint usable as pre-commit hook
