Create a utilities tab to replace the ConfigOptions in HA #32

We can move the Insteon panel to the Configure button in HA settings but this will require replacing the ConfigOptions menu to be fully replaced. The following options need to be created in the Insteon panel:

  1. Create device override
  2. Remove device override
  3. Add X10 device
  4. Remove X10 device
  5. Reconfigure modem (Hub or PLM)
