Display Overall Badges and Count #43

In order to plan the next presentations and activities for PySprings, the PySprings organizers need to see an overall view of the badges.

This view should:

display a friendly message when there are no badges that encourages badge creation
display dependencies between badges
display recommended next courses based on what's recently been taught and how many people have each badge
