Netlify redirects don't work

We're supposed to be using https://docs.netlify.com/routing/redirects/ to route all URLs to the home page but looking at the analytics (https://app.netlify.com/sites/pytorch-ci-hud/analytics) and monitoring the site itself when it loads it's clear that it's still hitting the 404 page -> redirect pathway. This isn't a big deal but fixing this will remove a round trip (the one to the 404 page that redirects to the relevant page) and make load times better.
