🐛 Describe the bug

Nightly release has been failing for a couple of months, but we weren't aware. Figure out alerting on these failures

It turns out there is a rule that sends any failing CI job as a task to the current torchdata oncall. We should make a butterfly rule to surface test failures more broadly
