Update Qiskit and Quantum Wikipedia Articles

Abstract

Current wikipedia articles about Qiskit, as well as important quantum topics like Quantum Volume, are out of date or stubs. IBM cannot fix these articles, as that would be a source of bias and internal contributions. However, Qiskit advocates who know quantum and Qiskit better than most are in the perfect position to update these articles.

Improve Qiskit and update the following Quantum articles to make them high-quality. Continue to keep these articles up to date. Improve or update any other relevant Qiskit-touching quantum articles.
