Fix perl-Test-Quattor version in github action tests #1594

The current github actions tests do:

dnf install http://yum.quattor.org/devel/perl-Test-Quattor-18.3.0-SNAPSHOT20180406083650.noarch.rpm

because

The available version of perl-Test-Quattor is too old for mvnprove.pl to
work, but this is a quick way of pulling in a lot of required dependencies.

We should fix this.

@jrha How do these RPMs get created? Is it something we could also offload to a github action?
