Describe the bug
See HDFGroup/hdf5#3831.

To Reproduce
Steps to reproduce the behavior:

  1. Run Quokka with HDF5 1.14.3 with amrex.fpe_trap_invalid=1
  2. See crash when HDF5 is initialized.

Additional context
It's an HDF5 bug. We should just refuse to compile with version 1.14.3.
