Workflow steps are not necessarily run in the order they are listed, instead the order is determined by the dependencies between steps (using source) [source]
But formatting a document using the vscode formatter (Ctrl + Shift + I) changes the order of steps as they appear in the workflow cwl file. My guess, from the trial I did, is that they are sorted alphabetically.
It would be nice to keep at least the appearance order as the one determined from the dependencies.
