rad env list shows environments keys with all lowercase

The output of rad env list will lowercase all keys. From what I can tell, this is default behavior of viper. We agreed in #725 that the output should be representative of what's in the file, so we need to investigate if viper has an option for a non-transformative parse.

@jkotalik - From spf13/viper#1014 it doesn't seem to be possible to enable case sensitive parsing in viper.
