Background image does NOT restore when High Contrast turned on/off #64

When a user has a private picture set as their background (not a windows stock picture) , and they turn High Contrast on/off. after High Contrast is toggled, the picture is eliminated and no longer in the display image.

This appears to be standard windows behavior. The same thing happens using only the Windows settings panel.

@nachochris Do we want to accept the default windows behavior or program around it?
