the cluster resources are in CAPI are namespaced, and in the CAPI UI extension, Cluster view is indeed namespaced. However, MachineDeployments and MachineSets are not.

It is absolutely possible to have different clusters with the same name, in different namespaces. The UI Extensions need to support that.
