Reporting an issue on behalf of a friend. It appears that, under certain circumstances, a NetworkBuff applied by an originating player to receiving players in a fight encounter is not cleared properly and persists in memory, and the FFXIV ACT plugin will subsequently (and indefinitely) re-emit an 0x1A line for that buff on the receiving player whenever they subsequently change zones.

This has the collateral effect for certain buffs (in this case, Army's Peon) of essentially creating a "shadow" ninth player in certain encounters and having rDPS attributed to that originating player in all subsequent encounters when the logs are uploaded to FF Logs. For example, see:

The full log file is too large to upload (158MB), but I've excerpted the relevant log lines showing this issue and am attaching.

Per discussion with Azrael and Xi Ashtra in the FF Logs discord, this is apparently a known issue and has occasionally impacted other buffs, resulting in the need to blacklist logs.
