allowing buying but freezing selling

I would like to know how people are able to make a raydium swap coin where the account is frozen for selling, but allows people to buy in. Doesn't seem right but very clearly allowed by the system

for example, this coin: CA4rnA4LJriBL3n9eUFKoRDfP5q1S5iVoATnepAPkjBu .. seems a repeat operation.. not a good thing to be listing these publicly
