With widespread concerns related to text and data mining in the publishing industry, we want to make sure that we can support TDM Rep as soon as possible: https://www.w3.org/community/reports/tdmrep/CG-FINAL-tdmrep-20240510/

This means:

Support for parsing this metadata in EPUB 2.x and 3.x
Support in our models
Output in RWPM

Unlike exemptions, we have yet to define how TDM Rep will be represented in RWPM. This will be handled before this issue.
