Receipt country always coming Afghanistan #16

in my request I am setting the country (both billing and shipping) to IE (Ireland)

but for any payment when I go to Realex Portal and get the Receipt, it comes as "Afghanistan"

how can I set the country for that ? also, I am in Dev environment for now
