Document policies in repository

The problem

The privacy and cookie policy drafts are currently held in formatted documents on google drive. They should be stored in the project to allow them to be displayed to users.

1. Privacy policy link (restricted link)
2. Cookie policy link (restricted link)

Your idea

Amy suggests that some could be stored in markdown and others as localization strings. Complicating this is that some parts of the policy need to be finalized after implementation.

For now, identify a location for policies and get them into markdown.
