verify BZ information matches branch

If we're on an "official" (non-private) -patches branch, we should be able to look up the bugzilla ticket and verify that the Target field is correct for this branch.

If logged into Bugzilla, we could also verify the release flag too. Maybe fall-back to a hard-coded mapping of "Product" strings to branch names if not logged in.
