Task: Implement rstuf artifact add giving file information

What is the task about?

Providing an artifact to the rstuf artifact add command without the actual file, just the information. Command should return the task id.
Example: rstuf artifact add -p/--path [file-path], -l/lenght [length] -h/hashes [b2sum] -c/--custom

This needs some investigation as to how it will work along with #343.
