Permit authors to comment alongside reviewers. Sometimes "open review" just means that the reviews are sent back to the authors with names attached after the discussion. The big strength to the way we did it here on Github is that authors could respond directly to questions and comments.

If casted to a research track, I would have two discussion areas: one public for the authors to see and comment, and one private for the reviewers and PC chairs only. That way there would be a place for reviewers to comment without getting into arguments with the authors, but at the same time provide a place for dialog and clarifications. The decision could be made in the private discussion, and the PC chair could announce that decision in the public discussion.

well, there is this thing called email that does one to one communication

so

  • set up a gmail account jsut for private coms

  • set up a github organization for the work

  • tell all reviewers and authors to get github ids then fill in some
    master spread sheet with their emails and institutions

    for the report, we need kid of a minimal how to step1,2,3,4... for
    how to set up for an open review process under git.
