Pods do not autoscale back down

🚶 Steps to reproduce

https://rht-labs.com/tech-exercise/#/5-the-deployments-strike-back/1-autoscaling

I had to run hey twice for the autoscaling to trigger- but that's not really a big deal (these things are not deterministic, I guess).

However, after autoscaling to 6, it's taken about 5 minutes (according to the event log) to autoscale to 5, then quickly to 3...

I also see:

Maybe just note that it can be slow to downscale.

(just autoscaled to 2... it takes about 11 minutes from 6 to 2).
