定制触发输入选项单的快捷键 #1338

ctrl + ` 是 vscode 的高频用法，用于唤醒终端，用户是否能定制 keybinding 来触发选项单，我对 F4 唤醒无异议，但是还是想把 ctrl + ` 给禁用掉。
