Description

The logic in this class is specific to harmony choices in how to construct and utilize ruleData structs and should not be encapsulated in the SDK, which is more general. Let's move these into a library in harmony and if needed, we can work to make sdk examples more clear for the sake of documenting the API for other implementers.
