Notes about vitess release

Feature Description

Keeping track of stuff to be done as part of a Vitess release as well as random notes on what is happening behind the scenes, requirements for a local release environment etc.

• Need local copies of a vitess / vitess-operator repos forked in a personal repo and up to date. This is for local testing of the releaser tool. If --live is not specified all actions on github issues etc happens on the personal forks.

• vitess-releaser --date="2024-08-28" --release=20 will initiate by creating a tracker issue like Release of v20.0.0 #5

• As part of the release a PR is created by the tool. This when merged will be the SHA which corresponds to the release and will be used as the SHA in other files to refer to the release.

• https://mvnrepository.com/artifact/io.vitess is where the java binaries are stored
• https://central.sonatype.com is where one is supposed to login and access the vitess.io package upload path. I can login now but it says No verified namespaces
• https://github.com/vitessio/vitess/blob/main/doc/internal/release/java-packages.md is our internal instructions to get access. It is outdated and probably should be changed to the new one. // TODO
