Feature

Ideal: ODK Central webhooks, see https://forum.getodk.org/t/webhooks-in-odk-central/39917/
Listen to database events using pg_eventserv
Poll audit logs for relevant changes, then pull data using $filter on updatedAt or createdAt to get updated or only new submissions.

Integration: E.g. AWS serverless: Lambda polls server audits on schedule and triggers data download Lambda.
