Qt offline installation binary is moving from it's hosted space. #54

Windows CI broke this week due to a change in the hosting URL for qt archive. It moved from /archive to /new_archive. However this was not reproduced at this time neither on their own documentation links, nor announced anywhere.
A quick fix was put in place to restore service, however it's unclear if this is a permanent or transient change. A similar situation had happened on October 2022, where a similar fix was put in place by #49.
Moving the mirror download.ros.org could be a solution to the inconsistency of the paths.
