Add Bubblegum backfill to ingest

Goal

The bubblegum backfiller runs before ingestion and periodically based on configuration.

Requirements

• Before starting ingest run the backfill.

• Based on config launch a task that sleeps based on the configured duration, wakes up, runs backfill, and goes back to sleep.
