l10n workflow disabled, strings are out of date. #2

I've spotted at least one string out of date, and then I noticed the POT update workflow is disabled. For the workflow file page in Actions:

This scheduled workflow is disabled because there hasn't been activity in this repository for at least 60 days. Enable this workflow to resume scheduled runs.

Also, I noticed dependabot isn't updating github actions versions: actions/checkout@v3 is out of date.
