Just had to upload a tune I know is incomplete and may cause problems but there is no way to warn users that this tune WILL cause them problems.

This makes me very uncomfortable as I know I am disseminating something that could cost someone time and money.

I'd say tags are best idea: "Base running" "Tuned and tested" "Shitty dont touch with 10 foot pole" etc...
