Describe the enhancement
an EventBuilder function to create NIP 38 events

Use case
NIP 38 allows users to share live status, like music or other things.
A use case would be to get the user's player and broadcast it as status in NOSTR.

Additional context
I'm still learning about this project but I believe it's possible since it's just a kind 30315 with a content and some tags.
