fix end of game timer vs end of contest timer

right now end of game timer counts down to beyond end of the contest you are in.
end of contest timer is only in quadblocks, not in quiz
Fix both by removing contest timer logic from quadblocks and changing start of game timer to be the lesser of 15 min or time left until contest done (minus 1 second for race conditions)
