As the title says.
Seems it's possible via registry, and that it is even offered by some other app:

I don't want to get into trying to hook into keyboard shortcuts more than what Windows offers by default. This can be accomplished with AutoHotKey.

@sabrogden Why the need to install another app if it's just a registry ? What would the other app help with?
The other app can remove system hotkeys?
